A protein blend can meet its assay, microbiological and organoleptic specifications yet still create a serious release issue if its allergen status is unclear. The same applies to botanical powders, flavour systems, encapsulation materials and specialist compounds received from shared production sites. Allergen management is not a label exercise completed shortly before packing. It begins when an ingredient is specified, continues through supplier approval and goods intake, and remains active through storage, manufacturing, cleaning and finished-product release. Where multiple formulations, customer markets and contract manufacturing sites are involved, control depends on clear technical information moving with the material.
Allergen Control Guide: Start With Material Risk
The first requirement is to distinguish between an allergen that is intentionally present and an allergen that may be present through cross-contact. An ingredient such as whey protein, soy lecithin, egg white powder, fish collagen or crustacean-derived glucosamine has an inherent allergen status. That status must be accurately reflected in the ingredient specification, bill of materials and finished-product declaration.
Cross-contact is different. It may arise where a plant handles milk-based proteins alongside vegan powders, where a botanical extract is packed on shared equipment, or where transport, repacking and warehousing introduce uncontrolled exposure. A statement such as “may contain” should not be used as a substitute for understanding the route of risk. The commercial and regulatory consequences differ significantly between a deliberate ingredient and an unmanaged possibility.
For each raw material, establish an allergen profile that identifies the material’s composition, processing aids where relevant, country of origin, manufacturing site and handling history. This should cover allergens applicable to the intended market, not merely those listed on a supplier’s standard document. UK and EU requirements, customer specifications and export-market rules may not align fully. A product formulated for more than one territory needs a defined market-specific review before labels are approved.
The risk assessment should also account for format. Fine powders can spread through air movement and dust deposits more readily than sealed liquids or pellets. Bulk bags, damaged liners and manual dispensing increase handling exposure. Conversely, a highly refined ingredient may have a different practical risk profile from its source material, but that position should be supported by supplier evidence and an appropriate technical assessment rather than assumption.
Build Allergen Control Into Supplier Approval
An approved supplier programme is the point at which many avoidable problems can be prevented. A certificate of analysis is valuable for agreed quality parameters, but it does not normally provide enough detail to control allergen risk on its own. Procurement teams should obtain a current allergen declaration, product specification and information on the manufacturer’s cross-contact controls before a material is first purchased.
Supplier documentation should identify allergens intentionally used at the site, those handled on shared lines, the segregation measures in place and how change is controlled. It should also clarify whether the product is packed by the manufacturer or repacked by a third party. Repacking can materially alter the exposure profile, particularly for powders supplied in smaller trade units.
Questions should be specific. Ask whether dedicated equipment is used, whether production is scheduled around allergen-containing products, what cleaning validation supports changeovers, and whether shared warehousing is controlled. Where a supplier provides a precautionary statement, ask what it means operationally. Some statements reflect a documented site assessment; others are broad legal wording with limited technical value.
Supplier approval is not a one-time exercise. Changes to source, manufacturing location, allergen status, processing method, packaging or sub-supplier arrangements should trigger review before the revised material enters production. This is particularly relevant for ingredients with variable supply routes, including botanical extracts, fruit powders, proteins and organic materials. A like-for-like commercial replacement may not be equivalent from an allergen-control perspective.

Control Receipt, Storage and Dispensing
Controls at goods intake should confirm that the delivered material matches the approved specification and declared allergen status. Check the supplier, lot number, packaging integrity and accompanying documentation. Any discrepancy between the purchase specification, label and declaration should place the material in quarantine until technical approval is obtained.
Storage arrangements need to reflect the real potential for contact. Allergen-containing materials should be clearly identified and physically separated from non-allergen materials where the risk assessment requires it. This may mean dedicated racking locations, sealed secondary containment, defined pallet positions or separate rooms. The appropriate measure depends on site layout, pack integrity, stock turnover and the volume of allergen handling.
Open-container dispensing deserves particular attention. A scoop used in a milk protein can create a cross-contact route long after the original bag has been moved. Dedicated utensils, colour-coded equipment where practical, controlled weighing booths and verified cleaning procedures reduce this risk. The objective is not visual order alone. It is to stop allergen residues moving from one operation to the next.
Rework must be handled with the same discipline. Rework from an allergen-containing product should only be returned to a compatible formulation, under a defined rule that is recorded in manufacturing documentation. Uncontrolled rework is a common way for an allergen declaration to become inaccurate.
Manage Production Sequencing and Cleaning
Production planning is an active allergen control. When compatible products are grouped sensibly, the burden on cleaning and verification is reduced. Manufacturers commonly schedule non-allergen or lower-risk products before formulations containing milk, soy, egg, sesame, gluten-containing cereals, nuts, fish or crustacean ingredients. The correct order depends on the site’s product range and validated cleaning capability.
Sequencing alone is not sufficient. Between runs, cleaning methods must be suitable for the ingredient, equipment geometry and product matrix. Dry cleaning may be effective for some powder operations but can redistribute dust if poorly controlled. Wet cleaning can be appropriate in other settings, though it introduces moisture-management and downtime considerations. The chosen method must remove the residue that matters, not simply leave equipment looking clean.
Validation demonstrates that a cleaning method can achieve its intended result under defined conditions. Verification confirms that it continues to do so in routine use. Visual inspection, documented pre-operational checks and targeted analytical testing can all contribute, but they serve different purposes. Allergen swabbing or rinse testing should be selected with awareness of its limitations: extraction efficiency, surface type, ingredient matrix and test sensitivity can affect results.
A negative test result does not correct poor process design. The strongest controls are still segregation, dedicated or managed equipment, trained operators, validated cleaning and accurate records. Testing is most useful when it verifies a system that is already logically designed.
Keep Labelling Connected to Technical Data
Label accuracy relies on the bill of materials, recipe control and current supplier information being aligned. If a raw material changes allergen status, the impact assessment must extend beyond purchasing. It may affect artwork, product specifications, customer declarations, sales documentation and stock already in the supply chain.
Precautionary allergen labelling should follow a documented risk assessment. It should not compensate for a failure to segregate materials or validate cleaning. Overuse can restrict consumer choice and weaken confidence in product information; underuse can expose consumers and brands to unacceptable risk. The appropriate position depends on the evidence available for the particular product and manufacturing environment.
For contract manufacturers, responsibilities should be explicit. The brand owner may own the label, while the manufacturer controls the process and the ingredient supplier controls upstream information. Each party needs to know who approves supplier changes, who reviews allergen declarations and who authorises revised artwork. Ambiguity at these handovers is where technically correct information is often lost.
Make Records Useful During Release and Investigation
A controlled allergen programme should allow a batch to be reviewed quickly. At minimum, retain the approved ingredient specification, allergen declaration, supplier lot details, intake checks, production records, cleaning records and finished-product label version. These records should be linked well enough to show what was used, where it was handled and which controls applied.
When a discrepancy occurs, contain the affected material before deciding whether it is acceptable. Investigate the actual scenario: was the issue a changed declaration, a packing error, a supplier-document conflict, an incorrect pick or a cleaning failure? A broad corrective action may sound decisive but will not prevent recurrence if the root cause is a weak document-change process or unclear storage control.
Training should be practical and role-specific. Warehouse staff need to recognise segregation and damaged-pack risks. Production operators need to understand line clearance and equipment status. Procurement teams need to recognise when a supplier response is incomplete. Quality personnel need authority to quarantine stock where evidence is insufficient.
Effective allergen control is built from ordinary, repeatable disciplines: accurate specifications, supplier transparency, controlled handling and records that stand up to review. Treat each new ingredient, alternative source and formulation change as an opportunity to confirm those disciplines before material reaches the line.
